East Anglia, a largely rural sparsley-populated area bounded on three sides by the sea, was hardly the most promising region for railway promotion.  It was dominated by the Great Eastern Railway which regarded it as its own, and resented the incursions by the Midland & Great Northern Railway in the north and the London, Tilbury & Southend Railway in the south.  Railway contrasts were great, with numerous branch and cross-countrry lines, even a narrrow gauge railway, two important main lines, and one of the busiest steam suburban networks in the world where the southern fringe of East Anglia met build-up London.
